before the Shipping Controller, who has acknowledged quite frankly the ino-dents to which I referred. We have pointed out, for example that in regard to certain Welsh parts one port has been overcrowded with shipping. while another in the same part of the country has been idla.: although large quantities of goods, were awaiting shipment in the immediate vicinity. Goods have, been sent a long distance over Ind, practically from one port to another, at a time when there is a serious shortage of railway trucks. We have see a line of vessels sent out from Bristol doing many voyavies. each containing from 9000 to 4,000, tous less than it's rrying capacity. Ship have been kept waiting in a congested port three or four weeks together when they could have been unloaded in several days in another empty port. Whole fleets have been delayed by the incompetence of officials. One official, for instance, objected to a traction engine being stowed on deck because it would get wet. Generally we say that delays and wastage of tonnage have been caused by want of proper co-ordination, by the fact that the actual control of the War transport d cke is not in the han's of men who have first-hand experience and knowledge. We say that there will never be s reform so long as the shipowners control the use of the s.ipping taken over by the Government. We advocate giving far greater powers to the Ministry of Shipp ing, so that it can control the whole business in the same way that the Ministry of Munitions co ordinated the output. The men's unions have never been. consulted in any matter concern- ing the actual manipulation of cargo. They only cume to us when they are fu difficulty sad want us to preach to the men. The remarks of Sir Norman Hill, the chairman of the Port and Transit Executive Committee, are beside the point, as this body has nothing to do with the actual manipulation, Facts relating to the duplicate handling of cargo- a thousand tons being put into one vessel by one official, tarea. out by another official, and put back into the same vessel-have been laid before the shipping is
