residents. Motor ploughs and other machines have been intras duced to counterbalance the shortage of labour, large num be's of women have gone on to the land, and some prisoners of war have been assigned this work, but with the extensive cultivation of lands which hitherto have been used for pasture more farm hands have been called for than ever before. Repeatedly the farmers have asked the Government to decide not to recruit more men from the agricultual districts and now Lord Milner announces aṇ absolute order that no more men aball be taken except with the consent of the agricu tural com-. mittees. Large numbers of soldiers are already employed: to these are to be added öothers in" the next three months and also thousands of prisoners of war. Moreover, the Board of Agricul- ture is financing farmers on advantageous terms, so that we

appear to be approaching a solut- ion of the two greatest problems that hinder increased food production.

Finance and Industry. On the evening of the 13th ult representatives of the Agricul..... taral Banks all over the country: invited to a dinner in Tokyo, Count Terauchi, the Premier, other Ministers of State, and other officials. The Premier, în briefly addressing the meeting, said: "The Government is doing its best to improve the financial condition of the country, shaping its policy in accordance with the changes that have been and will be brought about by the war. We are accumulating specis and are regulating exchange. In short, we are doing our utmost to improve the financial affairs of the country during and after the war. But the prosperity of a State depends upon that of its industries; one of the essential qualifications of a victor in the world's economie war is agricul ture and industry in a healthy state of development. Therefore, as Prime Minister, I earnestly hope that you, representing the" financial organs for the agricul taral and industrial interests of the country, will see to it that their requirements are best served. It cannot be said that the industrial and agricultural/ population is in need of anything in the way of financial facilities.. According to the investigations made at the end of last year the total funds leaned on the security of real estate all over the country amounted tosbout Y1,500,000,000, while the loans made by the Hypothee Bank and the Agricul- tural and Industrial Banks to agricultural and Industrial in-.. terests amounted to T180,00,000 and to 190,000,000 :respectively. in addition to about Y70,000 QUO granted to public bodies connect ed with these interests, Though the money market has become generally declined since the war easier and interest rates have

began, the rats charged on loans Lby the Agricultural and Industrial Banks is still maintained at 8 or 814 per cent, In future, the farming and industrial population will stand in need of more financial facilities, and the Gov- emment is contemplating a new system whereby to rendersmooth
