Moreover, the Board of Agricul- ture is financing farmers on advantageous terms, so that we
appear to be approaching a solut- ion of the two greatest problems that hinder increased food production.

The Premier, în briefly addressing the meeting, said: "The Government is doing its best to improve the financial condition of the country, shaping its policy in accordance with the changes that have been and will be brought about by the war. We are accumulating specis and are regulating exchange. In short, we are doing our utmost to improve the financial affairs of the country during and after the war. But the prosperity of a State depends upon that of its industries; one of the essential qualifications of a victor in the world's economie war is agricul ture and industry in a healthy state of development. Therefore, as Prime Minister, I earnestly hope that you, representing the" financial organs for the agricul taral and industrial interests of the country, will see to it that their requirements are best served. It cannot be said that the industrial and agricultural/ population is in need of anything in the way of financial facilities.. According to the investigations made at the end of last year the total funds leaned on the security of real estate all over the country amounted tosbout Y1,500,000,000, while the loans made by the Hypothee Bank and the Agricul- tural and Industrial Banks to agricultural and Industrial in-.. terests amounted to T180,00,000 and to 190,000,000 :respectively. in addition to about Y70,000 QUO granted to public bodies connect ed with these interests, Though the money market has become generally declined since the war easier and interest rates have
