Speaking the Empire Parliamentary Association luncheon in his honour, at which Mr. Asquith presided, Mr. Balfour said the limitless and unforgettable bospitality the Missions received in Americs was not merely formal and external but was obviously from the heart. He was deeply impressed by the spontaneous exhibition of enthusiasm for the common cause of the world's freedom. The presence. of the Mission was the occasion of this exhibition, not the cause. I regard, this Mission as one of the most beneficent developments of international relations that has ever or The American curred in the world's history. (Cheers). nation welcomed the opportunity offered by the Mission to manifest vits deep moral and spiritual agreement with the policy of the Allies. That is the real significance of the Mission and its great result, the value of which is unmes surable in words, but its effects will, Jhope, outlast the life of the youngest of those I am now addressing. I be lieve that Anglo-American co-operation in this war is not based on the fact that each has something to get out of it. but upon the deep congruity and harmony of their moral feeling and their moral ideals. Therefore, we may be cer tain the United States will never leave us till the great aims for which we are fighting are accomplished. (Cheers). There is nothing I am more certain of than this, that the United States having put their hand to the plough are not going to turi back. They are not going to refuse any sacrifice any more than we are to bring to happy fruition the polley on which the whole trend of international civilised evolution depends, as far as human eyes and human powers of fore- sight can venture to penetrate the future." THE TRUTH DAWNING ON GERMANY,

London, June 20

Beuter's correspondent at Headquarters saya: Although much has been written of the decline of the German moral which has not been borne out by tangible results, still. when statements of prisoners front all parts of Germany are unanimous on definite points thereanent, these state- "ments may fairly be taken to reflect what is generally being said as felt in the Fatherlang and in the army. One fact which they bring out is that the German army is not so ignorant of the truth" as is generally imagined. It is to-day in much the same mood of depression as at the end of the Somme fighting. The prisoners are quite specifc regarding their grounds for gloom and their information appears to be pretty up-to-date. They say the German army now realises that submarinism is not succeeding, that Russia is not making a separate peace and that America means business. They are also under no illusion as to the significance of the Messines victory. Captured Bavarians' declare that nothing but iron discipline holds the forces together and that even this may not always prove infallible. They also admit that when ordered to counter-attack re- cently they showed such disinclination that they had to be stiffened by sturmtruppen."

The bitterness between "the troops of different States is marked. The Prussians are almost openly hated. The man-power problem is acute. The presence of sighteen-year- olda in several divisions has been established; moreover officers have recently received definite orders to husband

their resources.

I repeat these statements without suggesting the ex- tent of their significance, but when it is realised that the men are aware of the sufferings of their home people it is easy to believe that dry rot is really sapping the enemy to a degree not generally suspected.

The moral of all this is writ large enough for us to read. It is to strike hard with all the force we can throw into dar blows. It is time to frame up for the knock-out when pour adversary is groggy.

THE WESTERN FRONT.

Unfruitful Enemy Attacks.

London, June

Field Marshal Sir Douglas Haig reports:-We repulsed the enemy's fresh counter-attack northward of the Sonchez river. The weather did not favour flying yesterday but our aeroplanes co-operated with the artillery with good results and downed two German zeroplanes. Two of ours tejseing. We recaptured the posts eastward of Monchy-le-Preux from which the enemy drove us on Monday. The enemy last might heavily bombarded us northward of the Souchez river and three times unsuccessfully counter-attacked the positions he lost yesterday.

A Strong German Bombardment."

The French communique reports:-The enemy at night strongly bombarded our positions froin Ailette to Laffaux mill There was great reciprocal artillery, firing in the Mont Tala and Mont Corbillet region. Our fire scattered and threw back on their own trenches the German attack.

FRUITLESS GERMAN INTRIGUE.

London, June 20..

Reuter learne with reference to recent reports of the revival of German intrigue in Afghanistan and neighbour ing countries in Central Asia that official advices confirm rumours of the activity of German agents in Turkestan with the object of stirring up the people against Russia. This was 1rior to the revolution and all news tends to show that the enemy attempts to cause trouble proved a complete failure.

In Afghanistan, in face of much opposition from a. faastical portion of his people, the Ameer throughout dis- played the utmost loyalty and the German emissaries fared badly in his country.

The latest, news from Kabul on this subject affords additional proof that the "Ameer to-day is, if possible, stapncher that ever. All the enemy intriguers had to leave Afghanistan. Some have been arrested and others CX- pelled.

THE ALLIES AND RUSSIA.

Petrograd, June 21. M. Terostebenko, the Foreign Minister in a statement which referred to the attitude of the Allies to the inactivity on the Russia front, said the Allies clearly understand Bus- sia'a difficulties. They had expressed their willingness to await the results of the democratic reorganization of the arny and bad not attempted to put pressure on The preliminaries are being arranged for the convocation of an Inter-Allied Conference M. Terestchenko emphasised the frankness of Russian relations with the American mission, the military section of which has gone to the front.

THE GREEK MONARCHY.

London, June 20.

In the House of Commons, replying to a series of ques- tions anent Greece, Mr. Balfour stated that the guaranteeing Powers were bound to maintain the monarchy by the Treaty of 1963, which provided that the Greek crown should pass to the sons of the King although it did not stipulate that the succession should be in order of primogeniture. He knew nothing about a report that ex-King Constantine is coming to Britain.

BRITISH RECRUITING IN AMERICA.

London, June, 20...

It appears that the recruitment of British subjects in the United States will be voluntary. Mr. Balfour in the House of Commons stated that they are not to be conscripted.

London, June 1.

A French eastern communique says:-The British-air service succesfully bombarded encampments in the Struma Valley and north of Petrin. The artillery was somewhat active in the neighbourhoods of Mayadag, the Cerna hend and north of Monastir.

OPERATIONS IN EAST AFRICA.

London, June 21.

An official message from East Africa says: Beginning on the 10th June we operated from Lindi with the object of. clearing out the enemy from the shores of the estuary of We made b the Lukeledi river. Warships assisted us. surprise landing near Mrjeka and drove the Germans, who" had mounted a naval gun there, teward Mtama, twenty. three miles to the south-west. Our natrols destroyed a food depot at Utgeri, twenty nine miles south-west of Kilwa.

NEW ITALIAN OFFENSIVE.

London, June 20.

An Italian oficial report says: We carried out a violent offensive on the Asiago Plateau, damaged the defences at many points, made progress and inflicted severe losses. We advanced orer difficult ground and carried formidable positions on Mount Ortigara, including Hill No. 2105. took 6 prisoners, including seventy-four officers.

-EXPULSION OF GREEK UNDESIRABLES.

Athens, June 30. Thirty one persons will be expelled and 103 removed to places from whence escape will be impossible. Among the former are included M. tiounaris, M. Streit, General Dousmanis, Colonel Metaxas. M. Savias (the Reservist leader) and M. Livieratos (ringleader of the events of Dec- ember last). The latter include ex-Premiers Dragoumis, Shouloudis and Dambros Colonel Straticos (Chief of Gen- eral Staff). General Sazgopoulis (ex-linister of War). Dr. Geroulanes (the Palace Physician) and "his German wife.

A WEEK'S SUBMARINING.

London,, June 20. The Admiralty reports that the arrivals of the week Five vessels under totalled 2,897 and the sailings 2,993.

Thirty-one and twenty-seven over 1,600 tons were sunk. vessels were unsuccessfully attacked.

U.S. SILVER SHIPMENTS.

New York, June 20.7 Shipments of silver via San Francisco which startad

in March have totalled between a million and a half and two million ounces wonthly. The change was made because of better facilities lower freights and rates of war insurance. The weekly shipments from "San Francisco will be cabled if available.
