Arrest of a Pseudo-Emperor. General Ma Fahsiang. Com- mander of troops in Ningaha, has telegraphically reported to the Chinese Ministry of War the arreat of a bandit chief named Wa Shen hwang and bie gang of three bandred. The bandit chief called 'bimself, an emperor, and he had a court suite consist- ing of a Chief of General Staf and other cfficers. He was plot- ting to establish a dynasty of himself when his arrestas made. General Ma reported that the said bandit chief and site- teen of hia prominent followers have been sentenced to death and four sentenced to life imprison ment.
