French Port Congestion.

The "War Bulletin" of the Brit- ish Chamber of Commerce in Paris saysActive steps are being taken by us with reference to the transport delays in French ports, and in some individual cases our members have received satis- 'faction. We have nowelaborated. a scheme by which we hope all surces of oomplaint will have dis,ppeared. Members are re-. quested to send us full particulars of all consignments which have been held up in the ports for mors than, say, six weeks.

Interesting Prize Court Case.

Recently Mr. Bruce Thomas, instructed by the Solicitor to the Treasury, applied for condemn- ation of 96 bates of silk: goods

mann and Co., of New York, to consigned by Messrs. J. Wasser-- Mr. Eskil Artberg per the steam- ship Jemtland, and of 24 bales of bamboo consigned by Merers. Samuel, Samuel and Co., of Kobe, Japan, to Messrs. B. Dieden and Co., per s.s. Canton. Mr. Brice Thomas said the Jemtland was a Swedish vessel which sailed from New York to Gothenburg in December. 1915, and was seized on Dec. 20, with a portion of the cargo, which included the 26 bales of silk. It was alleged that

this silk was being sent to Mr. Eskil Artberg to be forwarded to Messrs. O. Bergmann and Co., of Hamburg. The goods had left Yokohama earlier in the yest, and had been sent to San Francisco and thence averland re-labelled by Messrs. J. Wasser- to New York, where they were: mann and Co., and despatched to Mr. Eskil Artberg. Silk was not contraband when these consign- ments were seized, and neither was the bamboo which was shipped on the Canton for Messrs. B. Dieden and Co., via Rotterdam. The bamboo had been sol3, and realised £115 17s. 3d. The President, Sir Francis Evans, in Riving judment, said:-As to the 26 cases of silk on the Jemtland, it is quite clear that Mr. Eskil Artberg wes only acting as an intermediary between the Yok- ohama house of Messrs. O. Bergmann and Co., and the Han burz house. He was wiling to be not only the conduit pipe through which the goods passed, but he was willing and did make a false declaration which was sufficient to mislead a British Consul out there-I do not know how wideawake they are. These goods must be dealt with under the Order in Council of March. 11, 1915, both as enemy property and as goods having an enemy destination. I order their sale and payment of proceds into Court to remain until the cor- clusion of peace. As to the bamboo on the Canton, the consignment was by Messrs. Samuel Samuel and Co., of Robe, to Messrs. D. Dieden and Co., of Malmo Messrs. B. Dieden-and Co. also appear to have been will ing to act in such a way as to assist the Hamburg house of Messrs. O. Bergmann and Co., so far as the transmission of tele- graphic messages was concerned; but it does not appear that they were in receipt of gods which were sent on, nor does it appear that they were willing to make any declaration such as Mr. Artberg was willing to make and did make as to the destination of the goods or their place of consumption. It is said, - and there is evidence of it, that even in the transmission of cables and tele rams he ceased to act as intermeciary in November 1915. The goods in question were seized some time in January, 1916, ' Messrs. B. Dieden and Co., have dealt fairly fully with the evidence put forward by the Crown, and have shown, I think, Aufficiently that the goods were purchased by them for their own business and were resold in Sweden. In any event, evén if their "evidence falls short of
