The Kaiser's Recent Boast.
[Beuter's Service to The "Telegraph,”]
September 22, 8.30a.m.
The Romanian victory at Dobradja dispels the obecurity which was" overhanging the operations there and gives the lie to the Kaiser's recent bosat of a decisive victory which is symptomatic of the growing mendacity of the German communiques which hitherto have not admisted defest in Macedonis, and the loss of Florins..
General Averesco, the new commander in Dobradja, arrived there on the 16th inst, when the great battle began. The Rumanian left wing in Transylvanis suffered a set-back, retiring from Petroheny to near the frontier, where it had taken its stand in the vicinity of the Vulcan Pass, the heights on both sides which the enemy claims to occupy. But the Ramanians bold a fourth of Traceylvania and are progressing north, as is shown by the oc- cupation of Szeklyudvarhely. Their retirement on the left was probably due to the despatch of re-inforosments to Dobradja,

Reater learns that high Ramsaian military authorities regard the enemy plan at Dobrudjs, which was to capture the great bridge and the town of Constants, as having failed definitely. The Bulgarians are not likely, owing to the distance, the lack of railways and the latences of the season, to send farther re-inforcements, while the Russo-Rumanisne can pour troops into Dubradja. The enemy movement in the Vulcan Pass is probably only a local
enterprise to secure mines.
