The number of Japaness vessels to be constructed by the end of 1918 at various Japanese ship- building yards is pat at 101 with an aggregate gross tonnage of about 440,000, of which seventeen vessels of 73,045 soon belong to steamship cara panies having their head or branch offices as Dairen.
Congestion at Landon Dock.-
Attention has been drawn by Mr. S. Samuel, M. P., to the con- gestion prevailing in British ports, sad men.ion was made of the case of the Clan Macfadyen from the Persian Gulf, which was six days in London before she could obtain a berth to discharge. Inquiries show that several cane s have contributed to congestion in the Port of London. Among them are bid weather and dislo- cation of the sailing arrangements of several large steamship Inse; but the worst congestion arises from the recent heavy shipments of oats for the Government. There are at present 13 grain ships, the bulk of whose cargoes are for the Government, waiting at Graves- end for berthing accommoda- tion. The remedy, Mr. Samuel indicates, is in the hands of the Government. By regulating the rate of shipments co se to spread arrivals over a reasonable period, instead of chartering and loading vessels indiscriminately at the razions foreign ports, the Gover- ment could, it is contended, da much to prevent the evil. Similar trouble, it may be mentioned, waE.' caused at various times during the past year by wholesale are rival of Government cargoes af
