Why should the President be eurprised at the unworkable character of the seamen's act? says the Philadelphia Ledger, Bo was warned before he approved it that it would have the affect of driving American shipping out of the foreign trade and that the application of its provisions to foreign shipping would be con trary to treaties with other mari- time nations. Now that the Pacific Mail has announced its intention of withdrawing itu ⠀

vessels from the service to Aristic

porta and the solicitor for the Department of Commerce has expressed the opinion, that the regulations prescribed for Ameri- oan ships cannot be enforced on foreign ships in the majority of cases, the need of amending the act becomes mora obviouï than ever. If the question is thus brought before Congres sgain, the President may be able to prevail over the seamen's union... But how much easier and simpler it would have been had he vetoed

Summary of Vessels Totally Lost,

etc.

The statistical summary of vessels totally lost, broken up. condemned, &s, now published by Lloyd's Register, shows tlist, during 1914, the grom reduction, in the affective marcantile marine of the world amounted to' :766 vassals of 1,055,112 tons, exolud- ing all vennela of less than 100 tons. Of this total, 491 romply of $70,682 tons were steamers, and 275 of 184,450 tons wers sailing ver

vessels. These figures, su regards sailing vessels, are practi- cally the same as those for 1913; but as regards steamere they are nearly 338,000 tons higher than for the previous year. The increase is wholly accounted for

by losses due to war operations. During the last five months of 1912

no fewer than 162 vessels of 372,277 tons wero sunk by war- |ships or by mines. Excluding nach war losses the tonnage of vessels lost through wreck, break- ing up, do, during 1014, is actually lower by 84,105 tons than that lost during 1918. During the paal year 22 steam vessels, with a total tonnage of 28, 897 tons, were lost by Japan, and of these two foundered, six were lost through collisions, and 11 were wrecked.
