Heaton, former Sur- rogate of Renesalaer county, ang- gesting that the Constitution be so amended as to provide for the imposition of a tax on the steam- boat lines of the Hudson River between New York and Albany and other points on the river. The direct tax of $19,000,000 just levied could well have been borna by these steamboat lines, Justice Howari arges, while it is a tremendous blow to property owners already heavily taxed. The letter says: "The right to navigate this great highway and the othey water highways of the atate is of immenso value. All sorts of rights and franchises are tax- Ted and yet this great right goes untaxed. The navigation companies carry thousands of tons of freight on the Hudson River and convey multitudes of passen gera up and down its length, bus they pay nothing for the right If the privilege of driving a $400 automobile on a country road ebould be taxed, sarely the privilege of propelling a $5,000 000 steamboat on the Hadson The Houlder Shipping Co., London, is now re-organising its capital. The company'e vessela ran to Australia, New Zealand and to Argentins and Uruguay. No dividend has been paid on the ordinary shares since 1902, and nothing on the preference sharas since 1904, It is now proposed to fand the arrears of preference dividend and cut down the ordin ary capital one-half. It is also proposed to redeem the com pany's debentures at 5 per cent. Premium is sixteen years, r payment to commence next year, The managers of the line are entitled to receive 5 per cent, of the gross receipte, but in fature they will take only 21-2 per cent,, and it is hoped that the company will soon resume dividends after the
