Many complaints having been made recently of the rise in the price of sugar, a reporter of the Globe interviewed Mr. R. M. Leonard, the Secretary of the Manufactoring Confectioners Allianos, with the object of liciting the views of the manu. facturers on the solion of the Government in buying up all the available stocks of sugar and the effect it has had on trade.

UNCLAIMED TELEGRAMS.

When the Government etep- ped in and purchased this sugar,' said our informant, there was nadoubtedly a pasio, and the object in view was a most praise-; worthy one, namely, to prevent the public being exploited by the refinars and the large holdera of sugar. If the Government had been content to buy a moderate → amount of ready or "spot sugar to tide over the period of pauio, al! would have been well, but instead of doing that they bought from 900,000 to 1,000,- 000 tons in the American market at a cost of some £18,000,000. "Not- withstanding this huge pur chases, the Government were unable to dominate the situation, and sugar began to come into the country pretty freely from neutral markets at loss prices than those of the Government.

Vladivostcok, having been caught in the ice, afe wintering in the Arctic Ocean.

"The Government then woke up to the fact that they could 'deal an economio blow to Ger- many by prohibiting all imports of sugar from neutral countries. It was an unfortunate coincidence that this step should only have bean decided upon when it be cams necessary somehow to misic- tain the Government prios sa as to avoid a heavy loss on the purchases referred to. Thespecial grievance of the manufacturers is that they have to pay considerably more than the world's price for their raw material, thus giving

reat advantage to rival mang foturera in other countries, This is calculated to rain A business of British manu- facturers in the export market, for it is obviously impossible for them to compete successfully with their rivals under such cir- oumstances. It is interesting to note, by the way, that in this oooutry there has been no at tempt to prohibit the importation
