Hanzamaan, a member of the Reichstag, and of Belgian descent, in which it is declared that every. whers in Germany people srG publicly simulating optimism as to the results of the war, while. privately everyone in expressing surprise at Germany's failure, Everyone is seeking for a soape goat upon whom to place the blame. Many people condemn the diplomata for failing to secure more allies, and outside the Reichstag there is a strong under-current of feeling against the Imperial Chancellor It is surely vary significant that the pablication of such a letter has been permitted in Germany. It is one of the straw which show how the wind is beginning to blow, and it suggests that the war may come to an end sooner than we have been led to expect. It has been well remarked that it is not in human nature, even German human nature, to go on fighting for years in a war in which by no possible exertion can | victory now be attained..

The American people are apt to over state their case, and to claim that. it is to some peculiar merit in the American ebarsoter that the world. owes the birth and development of this industry in every feature from inception to consummation. All will admit the effect of the revolutionary impulse given to oil production by the successful drilling of the fist oil-well at Titusville, and will pay ample tribute to the engineering skill and resource which has ever obarnotatised the progressive movement. We recognise, too, the financial enterprise that has created a trade of its own, opened the markets of the world for itself, and developed its own systems,
