Panama Canal Open to

Warships.

By a proclamation issued by President Wilson the warships of all nations, belligerent or other. wiso, upon payment of tolls, may now so the. Panama Canal for purposes of transit from the Atlantio to the Pacific Ocean or vice versa, Belligerant warships will be allowed to take on in the Canal only those supplies which ara absolutely necessary. A warship will be allowed to use the Canal only after the commanding officer of the jame has made *a written application for a passage the Governor of the Canal. Several rales are laid down gouroing the conduct of the warships of belligerents in their use of the Canal and are a part of the clamation.
