U. S. Cotton Rellef Scheme. The announcement from Woah- ington that Sir George Paish, the special envoy of the Treasur, and Mr. McAdoo, the Soorotary of the United States Treasury, have evolved a scheme whereby Great Britain will take over a part of the surplus stocks of Americancction is welcomed by all who have an interest in the cotton industry in both hemispheres, Bays the Financier of October 27. It is not to the rdvantage of this cuntry that the cotton-growera of the Soull ern States should be reduced to a state of penury by the failure of Europe to absorb their crop in consequence of the Depression among the growers would inevitably cause a serious reatriotion in, the area under cultivation next year, with the result that on the restoration of normal industrial conditions in Europe there would be a serious shortage of stocks and an advance in prices to a prohibitivo level. That would be a very u07 desirable development, especially from the standpoint of Lancashire. Astenson J Besides, it is to our interest that Allen NG we should take a step at this Anderson Mr & Mrs

War.

juncture which, by bringing re- lief to an import nt American in- dustry, will strengthen our friend-

Jyrelations with the Duit dStates. Full details of the scheme and the manner of its execution will

bo awaited with considerable interest.
