U. S. Cotton Rellef Scheme. The announcement from Woah- ington that Sir George Paish, the special envoy of the Treasur, and Mr. McAdoo, the Soorotary of the United States Treasury, have evolved a scheme whereby Great Britain will take over a part of the surplus stocks of Americancction is welcomed by all who have an interest in the cotton industry in both hemispheres, Bays the Financier of October 27.
