WAR AND FINANCE.

On the eve of the outbreak of the war, M. Charles Dagaid, writing in the Daily Mail, made the pointed observation that war nowadays is a matter of finance as well as of army, adding that in a prolonged campaign financial resources would count as much as military skill. In considering the present war, and in seeking for an answer to the persistent query as to how long it will last, theso romarka merit weighty consideration. We have become so apt to think and speak of ware merely as tests of military or naval pre- paredness and efficiency that this other aspect of the question has been largely left out of account by the average layman. But in the case of the present conflict-in which all the great monied Powers of Europe are engaged a little serioas reflection will make it evident that this financial factor must have a very decided bearing on the length of the hostilities.
