Rallway Construction. The new feature in connection withrailway construction inChina, which is embodied in the loan agreement for £10,000,000 signed by the Government with Messrs. Pauling's for the Shasi-Hsingyifa railway, is that the work is to be done by contract, a firm of British consulting engineers acting with the Chinese managing director in drawing plans and supervising the work, which is to be carried out by Mesara. Pauling's. As no seotion is to be commenced with- ont specifications and costs approved by the Chinese, the price of the work will be kept dowa to the lowest limit consistent with efficiency. In this respect a great saving should be effected." Arm of British accountants will be engaged to deal with the accounts of the loan, which is for forty years at five per cent, and is guaranteed by the Govern- ment so well as being secured by mortgage on the line itself.

Rickmers Line.

It is true that some time ago, on the initia- tive of English members of the con ference, negotiations took place with the Riokmera Company, but they were broken off by the Hamburg-American Line because the conditions put forward by the former appeared to be unaccept able. The correspondent' under stands that among the directors of the Bickmers Company discus sions have taken place with s view at avoiding any further aggravation of the existing rate
