What England has gained by the entente is doubtful. She has sacrificed Persia and Morocco; indirectly, it would now seem, she has sacrificed Manchuris. She has stimulated rather than prevented the construction of the German fleet, so that Germany as an opponent is far mère dan- gerous than before.
