Recently, says the Peking Gazette, a certain political adviseri submitted a memorial to the Pre- aident, suggesting that the over- flow of currency notes in the "market not only does a great| deal of damage to commerce but also affects the Govern- ment's revenue; that if the Government takes no step to reorganise their chaotic condition for another year the loss sustained. by the Government will be forty or fifty million dollars, and that it is wise for the Government to borrow foreign loans to start a campaign of wholesale and far- reaching reorganisation, right now, etc. The Baggestion is said to have. received the strong en- dorsement of the President.
