Master of the On Lee Prosecuted by Sul Tal's Skipper:

Complainant said he has been a master mariner for 16 years. Ho left the wharf at seven o'clock on the night of the 13th. The On Lee left just before. Complainant had to stop to lot the defendant ga os. Complainant followed defend- ant until they got of Ki 0. The On Leo steered a course over the fish stakes and witness hauled up. on the east side of the channel. On passing over to Capsimun, the On Lee was on complainant's star- board bow. A south west wind was blowing and there was a choppy sea. Into the channel the On Lee was about 750 feet away from the Sui Tai. When they got to Ki 0, complainant then left the bridge with the chief officer in charge. He had seen the Swash- way light before he left the bridge. The chief officer was an "extra first." The instructions to the latter were to call complain- ant if he saw the red light or before if he wanted com- plainant. About ten minutes later he heard the order given to port the helm. Then he heard the telegraph go and he rushed out. They could have travelled but two or three hundred yards with the helm ported before sticking mud. He saw the On Leo .with the bow ahead of them, fifteen feet away at an angle of three points, See- ing a collision was inevitable, he ordered "Full Speed Astern.” Conditions would not allow of the helm being ported effectively. He noticed on reaching the bridge that the Sui Tai was dead on her couras. The collision took place whilst the Sei Tai was going astern. The engineer said he did not know that the steamers had touched and the second officer, who was asleep on deck, did not notice that the ships had touched.__The_Sui__Tai___went astern for about ten minutes, Tho Sui Tai usually stoored very well. The quartermaster was very espable. Complainant entered a statement of the occurrence" in the log.
There were about! 220 passengers on board and a general cargo. The accident occarred about 10.28 p.m. The damage was slight.

A CHINESE' LOAN.
STRONG PRESS CRITICISM.
Peking. Received July 19. The Chinese press is attacking Being Hal-ling in connection with the loan of $500,000, at 8 per cent, as a price of 95, redeemable at par by 1018, contracted by siung Hai-ling when General at Jahol with Herr vọn Hellfeld. The bonds were purchased by an Antwerp Baak. The matter will possibly be brought up in the Courts shortly."
THE TIBETAN PROBLEM.

Peking. Received July 10. The Foreign Office states that Mr. Ivan Chen has left for home. The Chinese hope that a settlement of the Tibetan question will be reached later by means of con-. versations between the British Legation and the Wai- chinopu.

Changeba. Received July 19. The Siang river has again over-flowed and the water
is only a few feet below the recant floods. The water rose thirteen feet in gixteen hours and destroyed the re-sown rice.
REPORTED MUTINY.
Ohängsha. Received July 19..
It is reported that a mutiny has occurred amongst the local troops at Cheuchow in the South-east of the province. The Government is pouring in reinforcements.
BOMB DISCOVERY.
ARRESTED PERSONS, TORTURED.
Changsha. Received July 19. Eleven persons were shot on Friday in connection with the discovery of a bomb. It is rumoured. that the worst tortures were used before the executione in order to compel confessions.
PIRATES. IN THE NORTH.
THE AUTHORITIES ANXIOUS.
Peking. Received July 19. The authorities are somewhat agitated over the activity
of pirates récently on the North China coast. The Fish Taxand the Salt Tax offices at Loting-hsien and Luan-ohow have been attacked and the officers carried off and held for ransom, Gunboats are being sent to patrol the coast.
