OBJECTION TO DETENTION.
Plea That Treaty Does not Cover Fraud,
In connection with the extra- dition warrant, issued through the Governor of Hongkong, at the request of the Government of Switzerland, for the extradition of William Alexander Beer, on a charge of swindling in connec tion with the sum of Fra. 10,000, Mr. Lewis, of Messrs. Johnson, Stokes and Master, applied for the unconditional discharge of the fugitive at the Police Court this morning.
Mr. Lewis pointed out that in the Treaty no such cffence &R swindling was mentiored. It was not an extraditable offenco between the other Powers,, and in view of that ho submitted that) the magistrate had no power to -detain the man,
The Crown Solicitor, Mr. P. M. Hedgeon, who appeared in sup- port of the proceedings, asked if there were any information.
Mr. Lewis replied that he had asked for the information in other esses in the Court and bis request had been refused..
Mr. Hodgson had no objection to Mr. Lewis seeing the informa. tion. So far be, himself, bad seon nothing and knew nothing. fle was unaware that Mr. Lewis was going to adopt the line he had, and was under the impression that he was only going to apply for bail.
Replying to Mr. Lowis, M., Hodgson pointed cut that swindl ing was a very wide term and included fraud. On the man had boon found. 18,000 marks, and 1,000 franca. He naked for sub. stantial bail in the sum of 18,000 marks, the balance of the money found on the man, including £22 handed back to bim.
Mr. Lewis agreed and the case was pat back until later in the morning.
At the resumed hearing, Mr. Lewis formally applied for tho di-charge of the fugitive under ...the present warrant,
Mr. Hodgson said that on the prezent warrant there was no 6 traditable offence. He could not oppose the application, but he would state that there was another warrant. The Consul General had informed him that that was an extraditable crim, and the information bad been sworn by bim. Another warrant had been issued, and if he left the court he would be arrested, or he could surrender if he wished."

TRAINING IN JAPAN.
Peking. Received July 17. The President has sanctioned the despatch, at the Government's expanse, of twenty military officers above the rank of Lieut-Colonel to Tokyo for the purpose of undergoing a course of training at the military academy.
Though Chinese cadets have frequently studied in Japan, the despatch of officers of this grade is a new departure.
