It will come as a welcome sur- prise to those who know the con- eervative character of the India Office to learn that steps are st 1st to-be taken to reform that important Department. Now, as we have stated, it is the turn of the India Office, Lord Crewe having stated that the work in the India Office te intolerably cumbrous and dilatory; that legislation is no cassary in order to carry out the required "roforme, and that he would welcome any criticism or fresh ideas that might be put for ward. The India, Office is the ultimate seat of power, and the Secretary of State in Council occupies the place of the Great Mogal, as arbitrator of the des tinies of India, He is regarded as the 'friend of India, but the official influences, represented in the person of the Statutory cour- cillore, are not so favourably. regarded. The attitude of the fadian population is, in fact, 80 hostile, that several unsuccessful attempts have been made to bring about the abolition of the India' office.

Deciphering of Reuter Puzzles.

Included in the Birthday Hon- oura was the name of the Hon. E. O. Ellis of Singapore, but some of our contemporaries misinter preted Router's telegram and conferred the honour apon Dr, W. G. Ellis. The error was a pardon- able one, however, as the some. whatoryptic

message read "Legislator Ellis Singapore" and both the gentlemen mentioned aro members of the Legislative Council. That errore should oc casionally arise from Reuter's zeal in condensing the messages is hardly surprising, but had the agency referred to Dr. Ellia they would undoubtedly have used the term "Medico instead of Legislator. However, in spite of the puzzles which are occa sionally met with it is astonishing: how complete the service is for the work in the central office of sach an agency is as tremendoua as it is complex.
