Shanghai, Received June 27. Baron Gh. de Macar, and Mr. Harold Lancelot Becoby, Secretary of the British and Belgian Industrial Bank of China (in bankruptoy) have been arrested.
Mr. Beechy was charged at the British Court yestar- day with, aspiring with Baron Macar to defraud 'by, " promotion of the Bank for the purpose of obtaining money.
[Baron Macar was examined at the Shanghai Bank- ruptcy Court on May 28, when he stated that his title was a Belgian ore, originally French. "It was a hereditary title doscending to every-member of the family. Witness first came to Shanghai in August 1910, and for a time worked as a clerk in the Belgian Bank, afterwards establishing himself as a barrister-at-law, being a doctor at law and a member of the Belgian Bar. Witness continued as a barrister until the time of starting the British and Belgian Bank, which he bagan to do in March, 1912 Ho had no capital of his own, but he wrote to a powerful bank at home and asked if they were prepared to finance mines and railways. They replied that they would be glad to undertako railway business, but would prefer a inino, and more particularly iron mine, B.S they
build proposed to steel manufactory thers. Witness afterwards received funds from Chinese.
an
Later witness said that in the minutes of the meetings of the Bank there was only one mention of business, and that was with reference to the Hongkong Iron Mining proposition.
His Lordship (Mr. Justice Bourne) observed that what the result of the inquiry might be was not for him to say. He must say, however, that it was scandalous that this company should have been registered by the. Hongkong authorities. He could not see how they wore entitled to register the company. The result of the registration had been that unfortunate Chinese had been swindled out of a very large sum of money; over $80,000.]
