It is perhaps not to be wonder- ed at that the pawnbrokers, during the stormy times through which they have been passing, have shown some tendency to get off with paying as little bs they might; this perhapa is only human. But it is evident that the officials feel themselves to bo getting stronger than they were, and so are able to put their foot down and insist upon the usual regula- tions being applied. It would seem to be an indication that the ." local Government in Canton is moving on to firmer ground, seeing that they are directly attacking the selfishness of the local pawnbrokers. The latter a very powerful and rich Guild and are not easily coerced into waya that do not attract them. If they set their minds against any Government effort to coerce them, the task would be found difficult, if not impossible. That the local Government finds itself strong enough to tackle this complicated question and compel a body of strong and wealthy men to more out of grooves in which they have lately been travelling, is certain- ly a good sign and anggests the hope that the local Government, at its centre, at any rate isstronger than it was some month ago, If stronger at the centre, it will soon make itself felt over a wider. area, and so we may hope that there are better days aboad.

The collection of over 24 million tools afer meeting the payments due under the loan leaves a sum of over 13 millions-: in the bank. This must be re- garded as very natisfactory, The regult, however, is even more. satisfactory than it appears o0 the surface, for between the period from 21st May last to the end of September only a little. over two and a half million taele. had been collected. So that in something like eight months 22 millions have been collected. This surely justifies the optimism which, Sir Richard has already expressed for the future. In cou- clusion, it he of interest to point out that the dress which contributed most to the collection. were Szechuan, the Yangiezo Valley, Tientsin and Kwangtung.
