Mr. McKenna, addressing his constituants discussed the penal ajstem and outlined a system by which he hoped to reduce the number of commliments to prisou for minor offences,

If any proportion of those 80,000 could be saved from pris on, especially if it was their first experience of it, every one 'would agree that, where the offence was of a kind properly punished by po, every effort should be made to get the fine paid by the offender rather than that hoahould be sent to prison in default,

the simple expedient which he had outlined coupled with some other changes and modifications in our administration of justice which would become necessary.
