Mr. McKenna's Proposed Reform
Mr. McKenna, addressing his constituants discussed the penal ajstem and outlined a system by which he hoped to reduce the number of commliments to prisou for minor offences,
The total number of poreone receiver into prison inst year for overy kind of offence, through- out the country was just under 151,000. That was a startling total, the only entiufactory feature about which war that it was for smaller proportion of the population than in any preceding; year. Ten years ago, out of every 100,000 of the population 588 went to prison. Last year the corresponding fun was 113. Of the total of 151,000 paraone received into prisdu, aliout 80,000, or over..one linff,
committed in default of paying a fine. That was a large number. Thore was room here for reform on a big seslo. If any proportion of those 80,000 could be saved from pris on, especially if it was their first experience of it, every one 'would agree that, where the offence was of a kind properly punished by po, every effort should be made to get the fine paid by the offender rather than that hoahould be sent to prison in default,
the simple expedient which he had outlined coupled with some other changes and modifications in our administration of justice which would become necessary.
