Farther plane will be announced at a mass meeting to be held later.

Marine circular number 80, is-' sued on April 5 by the Manila Customs Bureau and approved by the Secretary of Financo and Jos- tice, states that sailing vessels cf 150 tons gross and over equipped with auxiliary motor power, sball be required to carry in addition. to navigation officer, an gineer officers, certified by the board on Philippine marine examinations. Sailing vessels equipped with auxi liary motor power shall have on board in addition to the prescribed life saving equipment and fire ap- paratus, one or more chemical fire extinguishers and adequate sup ply of sand for uso in extinguish- ing oil fires.

Sailing vessels under way equipped with and using auxiliary motor power, shall, in the obser vance of the international rules of the road, have the same status as steam vessels; when under sail and not using auxiliary motor power, they shall have the status of sail ing vessels.
