States or Canada, the charge was Praisted in. On the matter of wireless telegraphy the association - adopted the views of the Merchant Shipping Advisory Committee. that before Parliament can re- quire wireless telegraphy instal- lations to be carried compulsorily on any class of ship it must first establish the conditions of a free market in the equipment, or other- wise ensure ite supply to merchant vessels at a reasonable commercial cost and ander ressonable.com- mercial conditions. It would be intolerable, by applying com- pulsion, to place the mercantile marine in the hands of a monopoly. Touching on the Bubject of labour disputes, the report said that, having regard to the countenance given in Parlia ment to atrikes, even in deliberate breach of engagements entered into by the men, the association
submitted that the law should be amended so as to suspend the operation not only of all contracts, but also of statutory and other other obligations the performance. by a strike,

Captain Hunter was recalled end, in reply to qusations by his Lord. ship, stated that the Soyo Maru people were attempting to steer by means of the band-gear all the way, from the time they turned. for Port Dickson till they arrived off the Bimbeck Shoal, where the Penang lashed alongside the other
