goes right to one of the roots of the so-called “over insurance" which has figured so large during the past few years in British wreck inquiries, The second part of the programme re lates to the values of shipping insured against all risks and to rates of premium. It provides that there shall be (1) an aggre- gate increase of 15 per cent. in the total value of each fleet, such increase to be proportioned as may be agreed, or an aggregate increase of 10 per cent." in the values, and 5 per cent. in the rate of premium, or where the value is not increased at all, the premium is to be increased by 10 per cent. On the other hand, there is a provision that should the value be increased by more than 15 per cent. an equiva lent reduction may be made in the premium. Finally, it is agreed that the underwriters shall not make any reduction in rates except in so far as the above pro- visions permit, The agreement is supported by the underwriters of all the leading British marine insurance onmpanies and by a very large number of sative underwriters at Lloyd's. The provisions at present apply to vessels other than liners, but not improbably there may be an ex tension of them later to regular liners...
