Our Navy is magnificent and equal for any likely emergency, but even with that in mind, a moment's reflection-on the vast- ness of our Empire, must show ue that in certain circumstances the defence of our Homeland might probably be left almost entirely in the hands of our Homo defonelye forco, which, in a rule, is not so statisfactory as the im rant. The Situation in China. The article contributed to the "Pall Mall Gazette" by Mr. Lovat Fraser on the subject of the hago loan to China (reproduced in our yesterday's issue) makes sensational roading, but wo do not consider that his case against the loan will stand analysis. In the first place, the "little picture" of the present state of China which ho has drawn of "set purpose appeals to us as a panorama of gross exaggerations. Is it true to say that Peking bas lost its hold on the provinces, and that the writ of those who sit at its coun- oils does not run bayond the city's battlements? A sufficient oom- mentary on that is to be found in the patriotic efforts which are bain made in most provinces to raise money for the Central Government, in order to abviste the necessity for a foreiga loan. It is a futile effort bo- cause the money is not in the country to collect but it manifesta the unity that exists. Again, is it true to say that from every TO LET on 2nd Floor No. 2. Pod-province comes the same story of

We have not yet, heard that either China or Hongkong' is to be represented, (at the Interna- tional Congress of Obambers of Commerce at Boston) but it would doubtless be to their interests if some steps were taken to bring the important enterprises of this part of the globs, upon which all eyes have been turned during the past twelve months before such a distinguished body, The Congress has attained a notable place in the business life of Europe. The interest taken in it by business monof high standing and of various nation- alities has made possible tangible results of great importance, while the intangible results in the promotion of international com mercial" good-well are, incalcul able.
