The Situation in China. The article contributed to the "Pall Mall Gazette" by Mr. Lovat Fraser on the subject of the hago loan to China (reproduced in our yesterday's issue) makes sensational roading, but wo do not consider that his case against the loan will stand analysis. In the first place, the "little picture" of the present state of China which ho has drawn of "set purpose appeals to us as a panorama of gross exaggerations. Is it true to say that Peking bas lost its hold on the provinces, and that the writ of those who sit at its coun- oils does not run bayond the city's battlements? A sufficient oom- mentary on that is to be found in the patriotic efforts which are bain made in most provinces to raise money for the Central Government, in order to abviste the necessity for a foreiga loan.
