new
It is interesting to remember tlint whenever wo havo discussed with business Chinose the stims paid by the now Government to the now officials the universal reply. lne boon that the salaries are usually too big, and moro either than they neod and more than the people will be able. to pay. Apparently A standard of living is assumed and sufficient salaries are allowed to preclude the necessity of men boing tempted to pocket monoyatlint do not belong to them. Whether this result will bo realized romains to be seen. On the whole the list is, as we have said, interesting. It suggests that experience of thinge and know- lodge gained abroad aro esteem- od at their propor value, and men. have boon selected for the now posts after careful discrimination. Che payments are such as will ron- der it unnecessary for the holdera of those posts to purloin any of the funds that pass through their hands. Then it is not without intorest that the public aro now acquainted with the sums that are to be paid, so that in days to come when the accounts are nu-
dited the people will themselves know what is being dono and how the money is spent.

Compulsory Education for India.
In Great Britain thoro are some 111,000 women to some 35,000 male teachers in the elementary schoole. India is scarcely pre- pared to follow that example;" but this, we imagine, would not constituto a serious difficulty in. Ludia. The preponderance of women in the schools in England is due to the fact that they do the work cheaper than men, So far as Japan is concerned, though thero ia legislative sanotion of the principle of compulsory educá- tion, that principlo is not in fapt required or enforced, for the people are keenly interested in education, and Sir Haroourt But- for informed the Council of India that 02. per cent, of the expendi- ture on education in Japan came from local taxation, and that edu- |cation was so. generally advanced and respected there that the ele moutary teacher draws a salary of over Rs: 50 per mensem on an average, as compared with about 8 or rupees paid to teachers in India. How can any com. parison, he asked, 'bo made with Japan, having regard to its home- geneous population? It cannot ho; but while the Government of India is unprepared to accept the principle of compulsory educa tion they are preaching persist ently the noed for the diffusion of vernacular education and in recent years have set aside very large funds for this purpose, When the arguments for and 144 against compulsory education.in a country like India are carefully studiod, it will be recognised that it is not at present a practical policy.
