The lessons of the great strike have yet to be properly appre ciated, enunciated, and then 'ap- plied, but we think that, there are already signs to be discerned by those who are closely watching. the trend of public thought of a tendency towards greater modera tion on both side.

• Racial Prejudices.

A very interesting artiole from the somewhat prolifio pen of Count Okuma on the emigration: problem as it affects the Japan cao has appeared in a Japanese magazine. Everyone is familiar with the fact that Japan feels deeply hurt by the attitude adopted by the United States and the British Colonies--Australia and [South Africa, particularly towards emigation from Japan. We all rejoice," writes Count Okums, "that we have the re- spect of foreign natious and stand on an equal international fooling, but we are met with the con tra- diction: that as individuals we are despised." That iss very sweeping statement to make, and, like most eweeping statements of the kind, contains but half astruth. Count Okuma himself olearly under- stands the nature of the objections | to Japanese immigration into the countries of the white men, He recognises that the race prejudios manifested in the countriesude enumerates is not due to “the colour of the skin," but rather to a difference in customs and man- ners, originating, he says, from religion; and in addition, to these social customs there are political, meta differences which are repellant [45 to the indigenous populations.
