Everyone is familiar with the fact that Japan feels deeply hurt by the attitude adopted by the United States and the British Colonies--Australia and [South Africa, particularly towards emigation from Japan. We all rejoice," writes Count Okums, "that we have the re- spect of foreign natious and stand on an equal international fooling, but we are met with the con tra- diction: that as individuals we are despised."
