THE NAVAL PRIZE FILL.
A Standing Committee of the House of Commons considered the Naval Prize Bill, which makes provision for the establisliment of an international prize court to give effect to the Declaration of London, 1
Mr. Butoher proteated against a British Prize Court being asked to enforce the alien-made law. CON- tained in the Declaration of Loudon
On the clause which establishes the international prize court in accordance with the convention coutained in the schedule, " convention amending the same," Mr. Pollock moved to omit the words between inverted commas. Ho contended that Parliament ought to keep some control over the constitution of the interna tional prize court.
Sir J. Simon pointed out that if the amendment were carried, it would be impossible for any coun- try at present outside the conven tion to come in. Sr J. Simon said the Government would make it clear that there shou'd be no fun lamental alteration in the convention
Mr. Pollock's amen-lient was rojected by 16 votes to 11, and subsequently 81 J. Simon moved an amendment to the effect that the meninont to the onvention should only relate to the inclusidi of other Powers, or deal with mattera subsidiary or incidental thereto. This was agreed to.
All clauses up to Clanso 28 in. clusivo were added to the Bill before the Committee adjourned,
