The Right Hon. Sydney Buxton, President of the Board of Trade, has formally intimated to ship- owners that he intends to proceed no further with reference to the proposed Conciliation Board for the shipping trado. Some time back a deputation waited upon Mr. Buxton in behalf of seamen, and Mr. Havelock Wilson thon declared that, failing the estab lishment of a Conciliation Board, o strike was unavoidable.
