That Washington did not stand upon its rights was of material assistance to Japan in approach ing the other Powers for, in matters of international etiquette the principle of co-operation is not unlike that which animatos a flock of sheep. One Government does much as another lias done already and there would have boon no". troaty revision for Japan in the present year of grace if Washing- ton had stood out. As a matter of fact the Government of the United States, so far from holding off from the arrangement, was the first Government to enter it. This is evidence of a better spirit in the relations of this two countrios but whether it survives after tho tarif provisions have come up for discussion remains to be seen. It does not seem thint, as the merchants of the Mikado's ally have had been so badly troaled, the Japanese Government will ignore for very long the ad- vantages which accrue to it from its prosent position of economic independence. Moreover, we do not suppose that consideration of the arrangements relating to the future tariffs will be long delayed for tho ad interim concession is giving American exporters a rich harvest though no doubt it in one that will be fully ap praised when the precise weight of the text 18 thepookets of American facturers of
