As a matter of fact the Government of the United States, so far from holding off from the arrangement, was the first Government to enter it. This is evidence of a better spirit in the relations of this two countrios but whether it survives after tho tarif provisions have come up for discussion remains to be seen. It does not seem thint, as the merchants of the Mikado's ally have had been so badly troaled, the Japanese Government will ignore for very long the ad- vantages which accrue to it from its prosent position of economic independence.
