As regards the application for Customs permits to export goods that are free of duty, those must be applied for personally, In no way must the consuls allow their names to be made use of in ap- plications for permits. On the receipt of the despatch the Vico- roy instructed the Provincial Treasurer and the Canton Cus- toms to that effect..
