The s Hisfactory nature of the education given, in these schools is comitted under the head lag vincular education below; but their worldly success is very easily surpassed by that of the private voroncular schools. Of these, careful records, so far as it is presible to btain them, have been kept for several years. .

Once pathaps the most important girls school in, the Colony, it gradually fall from this position and became mainly a resort for girls whore special educa- tional seeds were unprovided for elsewhere, rir,, Jews, Eurasians, Japanese, etc. The at- tendance on the English side, though sked out by a number of small boys, fell in 1905 to 83.

By that year however to quote my anual report, there were "algos of an increased desire on the part of the Chinese parents to give shelr' daughters an English education," To ment the new demand special divisions the low. er classes were formed where the lastruc-

in the lower classes, that it was possible to, do away with the non-Chirene divi. sions altogether, and the school became organised an'an “English School,” to suit the requirements of the great majority of the pupils. It is hardly necessary to add that pupils of all nationalities were and are still welcomed. Nevertheless by 1958, be lowest clisses had become almost exclusively Chidere,

The contrary is the truth as regards no education in-English. The dotted line in Tabis il marking the progress of the Private English Schools seems to prove that there is little money to be made out of teaching a smattering of English at law feas: Among the private schools are included two of great Importance, St. Stephen's College (maximum saralment 120) and St. Paul's College (50): there is also an institution know a nú the South China Academy. In the remanising 24 private schools the fees average $175,4 month. There are also 28 night schools in which English is taught to 659 puplis,

The expediture epon education bas increied by $13,484 ($19,359: $255,875) and the revenue has increased by $13,61 (568,314; $54,603). The net result is a percentage of revenue to expenditure of 45.84, which lan high figure At Government schools the cast per unit (average attendance) fell to Syzas, the lowest It has been sinca 1992. At Grant'schools on the contrary it is higher than ever before. This Is due to the higher proportion of pupils in the upper grade schools. Indeed there is no tim- pler and fairer indication of the progress of education in Hongkong than the steady in- cross in the average cost per pupil at Grant schools since 1901, when the new Code and new rates of grant came into forte. .

DIRECTOR OF EDUCATION..

Upon the retirement of Dr. Wright in April, to which allusion is made below, Queen's College was placed under the captrol of the Head of the Educatiöś Depsítment, whose title was changed from Inspector of Schools" to that of "Director of Education,"

DISTRICT SCHOOLS. V

Under the same roof as this English school but quite independent of it there had been for many years a vernacular Chiness school of a not very high type, but with a large aliandance, minugement of Mr. Sung Hok-pang to whose In 1905 ibis vernacular school fell under the siugularly able control is due the remarkable improvemoos which has taken place, in his time the average attendance has risen from 175 10 3:6; the fees collected from all to St,921. The curric lum now includes elementary masic [and paining. But more significant still is the semuikable change for the better in the due to Mr. Supa's itfla.pce that in 1909 the bauring and intelligence of the pupils. It was w highest standards expressed a desire to leato Englab for an hour a day. Their request was complied with, and the experiment bas proved so successful th.t. I have ausged for the four highest standards to do sin fature, the time spent on the subject increasing in, the bigher standards. As the Chinese girls on the Esglish side are daily taught Chinese, the amalgamation of the vernacular school (ander Mrs. Jutcher) wilb ibe veroacular school (under Mr. Sung Hok-pang) is practically complete.
