Affairs in Korea.
REFORMS AND PROGRESS,
(Special to the Hongkong Telegraph")
In contemplating the important and powerful: infidences that are at work towards the ultimate absorption of Korea by Japan, the Western ob server cannot but be impressed by the fact that little or nothing is heard of the existence. among the higher classes of Koreans, of any opposition to the Japanese aunexation of their country. That anti-reform feeling does ran Strong in certain classes of the population I shown by the official accounts of the measures adopted to suppress the insurgents, of whom some 15,000 were slain in the course of eighteen months,
That this same feeling is not onkoown in the racks of the Yan daw or noble class is made clear by an occurrence recorded in the Resident General's latest report, It appears that a certain member of the Privy Council brought forward A rosolution stigmatising the employment of
FOREIGN TROOPS
for the suppression of insurgents na a nitonal disgrace, calling for the removal of Japanese troops from the Peninsula sadjihe limitation of the number of Japaocse in governmental offices, etc. This resolution was adopted and sent on to the Cabluet for approval. It got no further, however; and the Resident.General naively remarks that, as the Council's advocacy of these measures showed a lack of good judgment. and sobriety, it was no wonder that the president and vice-president as well as the mover of the tesolution were "constined to reign at the request of the Gaverament. What happened ultimately to those apostles of a policy lacking in good judgment "and sobriety" does out transpire.
**CLEANSING. THE AUGEAN STADLE.
It is a significant fact that ever since the control of Korean affair, was taken over by Japan, the brotin of reform has been vigorously: applied to the task of sweeping out abuses, that exist in high quarters. The Imperial Household was an ently object of attention on the part of the Japacere Resident; General, His Excellency looked upon the "domestic economy of the Palace und ke saw that jiwa not good. Accordingly be girded hin self to the Herculean task of femoving shuses and super Auities, and the work has been accomplished most effectively.
The first step Inken was to prohibit the en trance within the Palace precincts of fortuna- tallers and people of uncertain calling, who were indiscriminately made welcome under the old order of things. Then followed the dis- missal of many hundreds of superfluous officials. employees and
