Reforms and Progress in Korea.

WONDERFUL AWAKENING, (Special to the "Hongking Telegraph.")

In the estimation of those who follow closely the march of events in Far Eastern countries, Korea is bound to figure largely in, the game of international polhics within the Bext few years. That her part will be a passive one goes without saying. The Empire and its Emperor will continue to be but pawns in the game. But at the same time, the settlement of the destinies of Korea must be fraught with very grave istuos alio for the countries cos. tiguous to her borders-Japan, China and Rosia It is only to be hoped that a pacific understanding will be established amongst the nations most pertly concerned and that existant corfleting interests will, bs brought

lato upison without detay.

Quite recently reconent umeurs have been published to the effect that the actual annexa. tion of Korea by Japan is on the verge of ful filment. Indeed the process of carrying out the nonexation has already been outlined. The Korean Government, it is understood, will first of all adopt a resolution in favour of this step being takeo. That finding will be communicated to the Emperor of Jupi per- sonally by the Korean Emperor and the peces sary arrangegehus will then be burried forward.

In view of the impending important change that is about to befal the national life of the Koreau people, it is worth while to glance at the vast strides that have been made in the county the direction of reform and progress since is adminutation was to all intents and puipnter assumed by Japan four years ago. Under the supervision of a Resident General appointed by the Emperor of Japan, many Japanese were appointed counsellors or advisors to the Ka. reau Government or received important appoint ments in the Jmperial service. Also, a antional policy of reform, and progress was laid down by the Sovereign,

This Imperial Rescript set forth that encou ragement should be given to sgriculture, com- merce and industry; order strictly insintained and long-standing defects eradicated with view to regeneration; internal administration improved and a new judicial system establish- ed: appointments to posis made on merit; and attention givco to practical education rather than theoretical. là pursuance of this

It says a great deal for the indomitable spirit of those at the head of Koreau internal affairs that all the reforms and, progiens of the last four years bave come to pass in face of violent opposition au the part of reactionary

His Worship held that the prosecution was entitled to bring the summons,

Mr. Harris said that was one way how the Crown conducted a case.

His Worship-It's not a Crown prosecution, Mr. Harris.

Mr. Harris Every prosecution is a Crown prosecution.

Proceeding, Mr. Harris stated that the two previous witnesses had been put in the box and cross-examined. The prosecution now wished to take advantage of a point on which, the two witnesses agreed and took but a summons on
