In the course of an exkaustive revlaw of the The T.K.K: liner Tinyo Maru want through formal speed seals on Tuesday near the en-shipbuilding industry all over the world during trance to Nagasaki harbour over the measured the year 1909, the Glasgow Herald publishes distance, which the Nagasaki Preu believes is under the heading of "China" the following ESTABLISHMENT OF BUREAU AT lightly in excess of three miles. The resulte figures which show how the Kiangnan establish-

Peking, 22nd February. The Prince Regent and Prince Shun Pui-lap have held a conference at which it was decided to defer the creation of the Naval Board, but to start a Bureau at Shanghai in con- nection with naval affairs.

FUTURE OF HONGRONG.

In the far eastern press, says Science, Boston, there bave of late, apprated significant articles calling attention to the steady change in the status of those great ourgiasts of Imperial Driisin Hongkong and Singapore Although not clearly foresees, the change that is coming over this Just pari, kigateway to the cast, is the Ingical' - antcoms : of growik of the numerous minor ports surrounding the Straits of Malacca-ports that owe their very rise to the mercantile pioneer work done by Siogapore. The wares. that used to be distriboted from that centre, are more and more shipped, in bulk to the sur rounding countries direct, with the result of coquiderably diminishing the local trade while Increasing the through shipping trado.

„FUTURE ADVANCEMENT.

For this shipping trade Singapore is ideally stunted; a growing Anglo-Saxna common- wealth Australia and New Zealand-to the southwest, the East Indies with its riches to the south," undeveloped lado:Chion to the noith, waking Chins and buifling Japan and manufacturing Amarica expanding Canada to the north-east ;'consuming and manufacturing fadis in-ike west and behind it the Moham- madan world the Levant and Europe. But in * this position Singapore stands by no`mean" alone and it is a gueracies for the future advancement of Singapore that, the days of the monopoly having gone by forever, British, enterprise there has to struggle lustily to main ta'n its supremacy against the rise of pom peting ports scattered about the Dutch pou sessions along the Straits Singapore, however, bas an enormous asset in the fact that it will be some day the southern terminus of the rail. ronds of Asin. None but a British port can be that terminus for the reason that the last sech tion of that isilróið line must run ibrough the British Malay peninsuls, the hinterland of Singapore, Baigon, the capital of French lado. Chios, it is true, will be a close second, a fact which by eliminating monopoly must stimulate

British setivity still further. The vast improve ments that are now being carried on in Singa pore testify to be alacrity exemplified in the adjustment to the new conditions that will re- salt in their ultimate mastery.

THE PORTUGUESE-CONSUL

OFFICIAL VISIT TO NAVAL COMMANDERS. Seabor J. J. Leiris, Consul for Portugal in Hongkong, made his first official visit on board the Portuguese cruiser Rainha Dons Amelia yesterday, since that vessel's arrival in part frijim Lisbon. It may appear that the ceremonial call was somewhat belated since the cruiser has been in Hongkong harbour new for some time. As a matter of fact, howevar, Mr. Leiria met with the regrettable accident in August last which confined him to bis house for some con siderable time, and it was not until yesterday that he felt safe anough negotiate the gàngway of the Portuguese croisers, After his visit to Captain Cunha Lims, the Portuguese Consul visited also the Varco da Gama and the gua- bout Patria, "All the three vessels fred the customary complimentary salutes.

Matsukata, and it is believed that the prospectus will be issued past month. The particulars of the scheme are being kept secret, but it is known that the capital of the company is fixed at Y10,000,000, that the mill is to be established in the vicinity of Taipeh, that sugar cane is to be collected, over-an extensive tract by utilising the railway and river, and that crude as well as refined sugar is to be produced by the new company.
