The reason for these conditions was recently given by Mr. Moreton Frewen in the North American Feview as follows: "A few years ago when a Chinese merchant wanted to buy. But the members of the Diplomatic Corps retired from the procession at the pavilions. Gleama of sunlight were then momentarily breaking through an overcast sky and the effect upon tha darding colour seen in the procession was brilliant and indeed most remarkable.
