ADVANCE IN RAW COTTON.. On the gh instant the Japanese Consul General at New York wited to the Government, stating that a meeting of the Internationa) Cotton Spioners' Association, held at Freakfast, Germany, on the 6th instant, published the opizion of the coton-spioners to Earope that, while the cotton crop in Americs had proved a failure, that-in-India and Egypt promised to be "wery successful, yielding sufficient to supply the world's demand for raw cottan, The Conspi. /General added that the fallure of the colten crop in America had resulted in an abnormal rise in the raw cotton quotations in all parts of the world. Should the present state of the mar ket long continus, cotton-spinnois throughout

the world would be placed in a very difficult position. The publication of the views of the

seems to have relieved the anxiety of the American cotton-spinners, "
