A smoking concert in honone of the Hong kong Garrison Team was given at the Gaiety, Yokohama, on Saturday evening, and was, ac cording to old-timers, one of the beat attended and most successful entertairments of the kind over provided. The programme bad bago ar- ranged by Mr. G. G. Brady, who, besides acting as stage manager, contributed two of the most applauded numbers. He made the hit of the evening when he appeared as a realistic R’shop, in response to insistent recalls, and sang a Yuna Shu-shua has been appointed Vice topical song "The Good Time Coming," of roy at Canton in succession to H. Peking, 29th June. The Grand Councillors at first. recom- mended Chiu Yi-ehun as Viceroy of Nan
king, but in view of the importance of the Province of Szechuan the Prince Regent signed the appointment to H.E. Chang Jen-chun, Viceroy of Liang Kwang, with instructions for arrangements to be made to that the reins of administration may be taken over from Viceroy Tuan Fang as soon as possible.

An Imperial decree was issued on the 28th inst. appainting Tuan Fang Viceroy of Chihli, Na Tông lo perform the duties of the acting appointment until the arrival of the Viceroy designate..
By the same decree H.E. Chang Jen chup, Viceroy of Canton, is appointed Vice roy at Nanking, and Yun Shih-fun, acting Viceroy of the Two Kwang.
Shun Po-ki receives appointment as actlog Governor of Shantung.

Darlinghurst, on the law question reserved at the hearing of the case in which Ab Way, a Chinaman, had been pro ceeded against on a charge of unlawfully im- poning 867 tios of opium, suitable for smoking. | SATURDAY NIGHT, 3rd prox, in contravention of the Customs Act. The Chief Justice, after referring to sections 50, 57, and 56 of the Cusioms Act, said the ob jection had been taken that the power of pro- hibition of imports was one which must be exar cired by the Legislatura direct, and that it could not be, as it bad been said, delegated to the Governor-General-in-Council. His; Honour quoted from the Privy Council case Queen vi Burah, in which he said the whole question now raised was disposed of. Tháre belog, his Hapour proceeded, no objection to a conditional law being passed, was this a case of that sort? He had not necessarily to express opinion whether the power to impose a customs' tariff could-be delegated by the Legislature ; but the Legislature could say that goods, which it did not consider desirable to ba imported to the Commonwealth, should not be imported Un less the Legislature was prepared to lay down Alence that goods for all time bould not be -imported, it had power to make prohibition con- ditional. And a condition' might be the exist. ence or the discovery of some "fact. The ex pediency of admitting goods to the Common- wealth at any time, was a question of fact, and there must be some means of ascertaining that fact. WHAT "POSSESSIÓN * MEANS. Following its decision of the point of law raised in the case of Ah Way, the Full High Court also answered the question reserved in iha case of Edward Merchant.
