THE ANHUI CONCESSION.

After just four years of dogged obstruction on the part of the Andui pentry and about as many weeks of personal negotiations at Poking | between Sir John Lister Kaye, the Waiwope and prevircial delegates a faint ray of hope falls across the long-drawn-cut controversy of the Tungluansbas concession. The story of Sir John's attempted operations in Anbul goes back as far as 1902: but the present dispula begins, practically, in 1994 when the foreign Syndicate formed by Sir John had cncated its attention on the one concession of Tung. kuanshan, and the agreement was signed with the Chief Bureau of Commerce in Anbul from which all subsequent trouble bas arisen. To eater fully into details of that quarrel would be wearisome. Briefly it may be said that the `agreement stipulated that work should be be. gun at the Tongkuanshan mines within twelve mooths of the date of sanction by the Imperial Authority, that is to say, on June 5, 955, RC, cording to the Syndicate, on May 25 ́according to the Anhui Bureau: If work were not so begun the whole concession was to be forfeit- ed and the money paid for it he unrecover able. It is admitted that there was some question as to the degree in which work was. begun though not as to the faci, on this paint,: ason that of the date of sauction, the Syndi cate's contentions are upheld by the Waiwupu. The native authorities is. Anking, however, chose to adopt the opposite view; and in spite of generous offers from the Syadicate en which a compromite might have been effected, every possible obstacle was, thrown in the way of Mr. Maguire, the Syndicate's engineer, 10 prevent-bis-doing-ny-efficient-work-lo September, 190, the departure of Lord Li Chingang to take up the post of Chinese Minister in London offered some bope of a seulement as Lord Li is himself an An. bui man and might have been used to represent his fellow-provipcials' interests fairly.
