THE ANHUI CONCESSION.
After just four years of dogged obstruction on the part of the Andui pentry and about as many weeks of personal negotiations at Poking | between Sir John Lister Kaye, the Waiwope and prevircial delegates a faint ray of hope falls across the long-drawn-cut controversy of the Tungluansbas concession. The story of Sir John's attempted operations in Anbul goes back as far as 1902: but the present dispula begins, practically, in 1994 when the foreign Syndicate formed by Sir John had cncated its attention on the one concession of Tung. kuanshan, and the agreement was signed with the Chief Bureau of Commerce in Anbul from which all subsequent trouble bas arisen. To eater fully into details of that quarrel would be wearisome. Briefly it may be said that the `agreement stipulated that work should be be. gun at the Tongkuanshan mines within twelve mooths of the date of sanction by the Imperial Authority, that is to say, on June 5, 955, RC, cording to the Syndicate, on May 25 ́according to the Anhui Bureau: If work were not so begun the whole concession was to be forfeit- ed and the money paid for it he unrecover able. It is admitted that there was some question as to the degree in which work was. begun though not as to the faci, on this paint,: ason that of the date of sauction, the Syndi cate's contentions are upheld by the Waiwupu. The native authorities is. Anking, however, chose to adopt the opposite view; and in spite of generous offers from the Syadicate en which a compromite might have been effected, every possible obstacle was, thrown in the way of Mr. Maguire, the Syndicate's engineer, 10 prevent-bis-doing-ny-efficient-work-lo September, 190, the departure of Lord Li Chingang to take up the post of Chinese Minister in London offered some bope of a seulement as Lord Li is himself an An. bui man and might have been used to represent his fellow-provipcials' interests fairly. Negotiations were opened in Londoo but with. out any practical effect; and four or five weeks. ago Sir John Lister Kaye arrived in Poking to make one final effort to arrange a settlement.
During these weeks, as our readers may have noticed, the native Press has referred constantly to the discussions in the capital. Bat it is already only too clear that the statements of native jurgals on such questions are to be regarded rather as curiosities than as unlid formation; and the first trustworthy account
a letter from Sir John Lister Kaye himself to the "Peking Daily News" of June 17. In this
these suites is attained, without de-of the progress of negotiation is contained in tracting from the artistic appearance, which we claim is a special feature

no stint of native miners. Even for the small amount of work tharithas been possible to do Mr. Maguire has received many mom applications for employment that he has been able to accom "medate. Whatever view the official classes of Aubui may take of the Syndicate's claims, it must be remembered that the latter have been recognized as équitable by the Waiwopu, which bas certainly nothing to gain by exasperating the provincials with a partísí decision. Once this principle has been established, the draft agreement can be judged on its own merits, sot only for the benefit of Anhui, but as a striking instance of that desire for mutual in lerest and equal opportunities which alone can afford a solid basis for the transactions of foreign enterpriza in Obina.-N. summary of those proposals then follows: It is cerately no exaggeration to say, as Sir John says, that the deait agreement "has been most carefully drawo up with a view to strang- ing actual cooperation beiween English and Chiosse" in all essentiĝls. disinterested onlookers, remains to be seen. It is to be feared that the intransigence of the local gebiry has not tended to diminish with lapse of years. The hopes that were based on the influence that 'Lord' Li might be able to exert through the fact of his owning Anhui as
sinhplace, have, hitherto, been completely
trated. So far from bis recommendations to
compromi e being accrpted, they have merely and eared him opprobrium as a traitor; and there 'seems to basmati guarantenthat the delegates in Peking may not similarly be rejected, if they accept the draft agreement. Meanwhile the exact point that has been reached in the negotia- tions in still uncertain. The introductory para- graph qualed abova from Sir John Lister Kaye'a letter is misleading; it does not show clearly whether it is the Imperial Government that for the moment withholds consent, or the -Anhai dolegatos who ́are standing out for still more favourable terms, if such could be de vised. In all human probability it may be suspected that ibs Central Government would -poly-be-too-thankful÷to-see-the-controversy adjusted; and if this suspicion be correct, it is earnestly to be hoped that the gentry of Anbuld wijl consider their ways carefully before they reject the offer now made to them. It is idle to pretend that the opposition to the Syndicate is abared by the people bl1 the Tangkuanshan. Every symptom goes to prove that if the mines (09 | kad powʻbasu in full operation there would be
