movement when His Excellency sought to establish an opium monopoly for his Viceroy alty, he received instructions to abandon the idea, but he would appear to be still partial towards the scheme in spite of the general bes lief that the Chinese Government did not in tend its representatives to put forward any such proposal. It is clear that a monopoly would

fail altogether to meet the situation as long as China is so little able to rely upon her provincial officials to give effect to her wishes in regard to the suppression of opium From the Viceroy's own summary of the proj gress, made by the movement it could be gathered that he realized the success achieved to be local rather than universal. While such condition of things lasts a monopoly might entail a serious set-back to the abolition of opium. The Commission, however, in the course of its deliberations will be able to satisfy itself that the Chinese delegates have not camé to convert it to their views, but to-join-in-deriv jog the fullest advantage from an impartial in. The Viceroy is confident of complete victory, and anticipates no serious troubler. He pushes his reforms with heroic courage and a determination worthy of the highest praise. He emphasized the importance, however, of the neighbouring provinces fol lowing the example set by Yunnan, saying that what has been achieved in the most degraded province of Chink may be accom plished throughout the Empire.
