By tha courtesy of Mr. A. W. U. Pope, CL, I was able to travel from Soochow on the special train that brought dowa H.E. Tuan Fang on Saturday afternoon, writes the special representative of the M. G. D. Acus on ist inst. After an exchanging of complimenti, of which the Viceroy is a pisi master, he referred to the International Opium Commission. He was anxious that foreigners should, believe that Chian was sincere in her efforts to suppress the opium evil. "To suppress it successfully," he said, "the importation, sale and growth of opium as well as its consumption must be controlled, and we wast the other pations to help us to contral it, "Ef we want to stop the opium evil effectively," he conclud- ed, just as we drew up at Shanghai, "every country must unite to help us."
At Shanghai a denso,crowd was awaiting the arrival of the Viceroy. The station (Pailings, were lined with dragon flaga, troops were drawn up on both sides of the station yard, and along the platform, and an escort of Sikh troopers, under a foreign sergeant, was waiting to head the procession through the streets. As the train reached the platform the general salute was given, trumpels were blown, and "bands pliyed. Many local officials, as well as the heads of the railway departments, and Mr. H. E.
