HIS EXCELLENCY'S APPEAL TO THE COMMUNITY,
We publish below in extend the Memoran Medical College and to Mr. Mady. The former dom drawn up by Hit Excellency the Govenor accepted them preservedly, the latter replied setting out the objects and scope of the Univer; that, after careful consideration of the "resolu alty and appealing for subscriptions for the toas (with which in the main he agreed) be endowment Isad, for which and for cost of regretted that he could not find himself in ac équipments a som, estimated 110, cord with the proposal to commence building (derling), is required. The Memoranduin'; reads:**
A public spirited citizen (My, H. N. Mody) the offered to present to the Colony the build ings Decessary to start a University. His original offer was to give a sum of $150,000 for this purpose and a further sum of $30,000 towards endowment Plans of the necessary buildings were prepared at his instance, and generally speaking they appear suitable. The Colonial Director of Public Works, however, estimated that the buildings proposed would cost not lessthan Sag3,000 Mr. Mody there apon undertook to provide the buildings in accordance with the plans which he bad ap. proved no matter what the cost might be, nipulating, however, that he should use on the buildings the $32,000 originally given for en dowment, if it should be required.
2. I called a mecting di representative men of the Colony to discuss this offer, and the pro- ject of establishing a University. The follow ing resolutions were eventually passed

He demurred to the proposal that the cudeavour to obtain funds for the equipment and endowment of the University should be undertaken only when building operations ura. actual progress. He stated that it was hi er this University established and ambition to or his life-time, but that he did working during sot propose to spend so large a sum without some assurance that when completed its origin al object will have been attained, and that the building will not become merely a boms for the College of Medicine and Technical Institulo, however worthy and deserving these institutions might be." He pointed out that the sum stated toe required for furnishing, equipment and endowment represented a capital fund of about £110,000 or $150,000 which must be raised by subscription before the University could become operative. He urged that, immediata" steps should be taken to invite subscriptions and stated that he would leave his offer open for six months from 1st January, 1999, with thin objaci. 2. 8. In putting forward this scheme i bave emphasised my view that the University should be under the management of a Senate of its own, and should rely upon its own funds. The Hongkong Government, if the Secretary of Stats concun, is willing to give a fully adequate and very valuable site, but it con-accept so francial responsibility for the success of the project." The continuance, for some year at least, of the grants at present given to tlie Medical College and Technical Institute (aggregating $15,800) may be hoped for, "but the rights of the Legislative Council in voting the Anpual Estimates, and of the Secretary of State must be maintained unim paired,

Burely it needs no demonstration that University in Hongkong where Chinese youths maintaining a Chinese mode of life, and brought up in a Chiness environment, whence they can, during vacation, proceed to their own homes, or where they can be visited by their parcpif, and so koop touch and retain thele affections, and their patriotin-will family appeal to Chinese parents even if the cost be
less than education in Europe?

I have haurd, too, that Chinese pants find by experience that their sons often return from 8 course of study in a foreign country with re- wolutionary ideas and become a danger to the Stale. It should be the special care of the Hong Long University to see that no such pernicious docirites are encouraged or tolerated here.

The last item but one was Scherso Capriccioso (two pianos), Mrs. Grove and Mr. Denman Faller again delighting the audience, Mr. Groys Giling the place of Mrs. Cochrane on very short notice. What was undoubtedly a very successful entertainment came to a conclusion with a Choral Fantasia (on old.English airs) by the chorus and or chestra, which was as ably, given at any of the preceding items.
